State support for solar panels

The Ministry of Environmental Protection and Regional Development’s (hereinafter referred to as VARAM) Regulations No. 150 of the Cabinet of Ministers have entered into force, which provide for support for the promotion of the use of renewable energy resources by purchasing a solar power plant, including solar panels and an inverter, with a total installed capacity of up to 11.1 kW (inclusive), with or without connection to the common power supply network.

You will be able to install solar panels in your residential house or part of it, i.e. one-apartment houses, garden houses, individual residential houses and summerhouses with wooden, masonry or masonry-wood exterior walls, two-apartment houses, as well as semi-detached, terraced and separate two-apartment houses. The competition will be implemented by the “Environmental Investment Fund” (hereinafter VIF). You will be able to apply for financing only after installing the solar panels, by submitting a completed project and the documents required there to VIF.

If you want to apply for state support, the Solarmaster team will install the solar panels and prepare all the necessary documents to submit to the VIF tender.

It is important that support can be received within the tender, if the project submitter has made all payments related to the implementation of the activities supported within the tender, namely the purchase and installation of renewable energy resources (hereafter RES) equipment, from those involved (e.g. credit, installment purchase) or using their own financial means.

Support will not be available if RES equipment is purchased using leasing services. RES equipment can be purchased by concluding an installment purchase agreement, if the property rights to the purchased RES equipment are transferred to the project applicant at the moment of signing the act of acceptance – handover.

Amount of support for solar power plants, including the purchase of solar panels and inverters:

up to 1 (not including) kW = 700 EUR
from 1 to 2 (not including) kW = 1,000 EUR
from 2 to 3 (not including) kW = 1,400 EUR
from 3 to 4 (not including) kW = 1,800 EUR
from 4 to 5 (not including) kW = 2,200 EUR
from 5 to 6 (not including) kW = 2,500 EUR
from 6 to 7 (not including) kW = 2,800 EUR
from 7 to 8 (not including) kW = 3,200 EUR
from 8 to 9 (not including) kW = 3,500 EUR
from 9 to 10 (not including) kW = 3,800 EUR
from 10 to 11.1 (not including) kW = 4,000 EUR

Rules:

Up to 70% of the purchase costs, not exceeding the specified amount of support, depending on the equipment and its parameters.
Payment in the form of a grant after project implementation.
Support is intended for: natural persons who have ownership rights to a residential house.
The residential house has been put into operation.
No economic activity is carried out in a residential house – any activity aimed at the production of goods, execution of works, trade and provision of services for remuneration is considered an economic activity. If the residential house or some of its parts or premises are leased or rented out to third parties, it will be considered that economic activity is carried out in the residential house within the tender, and the project submitter will not be able to apply for support within the tender.
At least 80% of the annually produced electricity is used for the needs of the residents of the house – self-consumption means at least 80% of the annually produced energy is used for self-consumption, that is, the project applicant has not sold more than 20% of the annually produced electricity on the market).
If the beneficiary uses the net settlement system in accordance with the provisions of the Electricity Market Law, without receiving compensation for the transferred electricity, it is considered that the condition of using at least 80% of the annual electricity produced for self-consumption has been fulfilled.
The support conditions also provide that the installed capacity of the electricity production equipment allowed in the connection of the residential house cannot exceed 50% of the maximum consumption load allowed in the connection.
Residents purchase equipment from merchants registered in the Enterprise Register of the Republic of Latvia.

The annotation explains the cases when the household will be able to receive support as part of the tender and it will not be considered that economic activity is carried out in the residential house:

If the company’s legal address is registered in the residential building, but it does not match the address of the same or another company’s place of economic activity (actual operations, office, warehouse, shop, etc.).
There are several buildings at the residential address. The economic activity is carried out in another building, where the activities provided for in the project application will not be carried out.
Economic activity is carried out outside the residential house (for example, agricultural work, animal husbandry, etc.).

The recipient of the support shall annually monitor the amount of heat energy produced (heat energy meter reading or calculation of fuel consumption) and consumed heat energy (heat energy meter reading or calculation of fuel consumption) and the amount of electricity transferred to the system (electricity meter reading) and electricity received from the system (electricity meter reading) amount and by the thirtieth day of each following year after the decision on project approval is made.
